Men's Futsal Rules

These competition rules were last amended 18/01/2024

1 – Knowledge of Rules

1.1 Unless otherwise stated in these rules, basketball rules apply as outlined by the FIFA Futsal Laws of the Game.

1.2 All rules are open to interpretation of the referee and their decision is final.



2 – Eligibility

2.1 Players must be at least 16 years of age, at the time of participating in the competition. It is the team’s responsibility to ensure all players are 16, including any fill-ins.

2.2 Players must be registered online, through Revolutionise, and on the team sheet on the iPad to be eligible to participate in a match.

2.3 Players must not be suspended to be eligible to play.

2.4 Players must only be registered in one team for each competition type.

2.5 Teams must follow appropriate fill-in policies as directed in section 4.

2.6 All players must be a registered member through Football Victoria (PlayFootball, which is a $42 yearly payment.



3 - Team Composition

3.1 A team must have a maximum of ten (10) players registered.

3.2 Five (5) players allowed on the court at one time.

3.3 Four (4) players minimum on the court for one team to avoid a forfeit.



4 – Fill Ins

4.1 Fill ins may only be used on the below provisions –

(a) The player is registered online.

(b) If the player plays in the same competition, they must play at a lower division level. Example – a division 2 player can fill in for a division 1 competition only. In the event of a competition having only one division, players may fill-in for another team, only with the approval of the opposition team, as well as provisions in section 3 being met.

(c) The player is added as a ‘fill in’ on the team sheet prior to the game commencing

(d) The referee is notified of any fill ins prior to the game commencing

4.2 Teams may only use a maximum of two (2) fill-ins per match.

4.3 The same fill-in may only be used four (4) times in the season.

4.4 A fill in may play over the game limit for a fill-in, providing they:

(a) Register as a member of the team

(b) Are not registered in another team in the same competition

(c) Do not exceed the team’s maximum registration numbers

4.5 Fill ins are not eligible for finals. To be eligible, they must meet the provisions set out in 4.4 as well as the finals eligibility provisions.

4.6 The team bears the responsibility of any fill-ins for their team. In the event of any incident involving the fill-in, the team are held liable as if it was one of their own registered players. It is important that teams are familiar with the fill-ins that they may use.



5 - Game Timing

5.1 Games will consist of two (2) 18-minute halves, with a two (2) minute break at half time.

5.2 Games will start at the designated time, even if teams are not ready to take the court.

5.3 Referees may stop the clock at their discretion, for instances such as injuries, time-wasting, or any other external factor. Outside of this, the clock will continuously run.

5.4 Penalties apply for teams not ready to start the game. Please see section 10 – Penalties for more information.



6 - Uniform Requirements

6.1 Teams are to provide their own uniforms, with the below provisions:

(a) Jerseys having the same design, which includes colour, wording, and any graphics.

(b) Numbers must be visible on the back. Numbers must be printed on, and properly secured to the jersey. No taping or drawing of numbers is to occur.

(c) Any coloured shorts may be worn; however, this colour must be consistent with the team.

(d) Shorts with pockets or zips are not permitted.

(e) Undershirts may be worn, provided they are tight fitting and not baggy.

(f) No jewellery except for a medical alert bracelet or wedding ring to be worn at any time. Facial piercings must be taped.

(g) Nails must be short and smooth or taped using the approved material tape. Satisfactory taping method is one piece of tape over the top/end of the nail and one piece around the nail.

(h) Shin Guards must be worn – and is a requirement of entry onto the court.

6.2 Teams will face penalties for not meeting the uniform requirements.

(a) Teams will face a one (1) goal penalty, for every uniform item not in line with policy, capped at one (1) per team.
(b) In the event that a team has multiple uniform infringements (like another person not meeting the policy), they will not be able to take the court

In summary, each team is allowed one (1) uniform infringement, where that player is allowed to still take the court, as long as it is safe* to do so. Any further player in the team with a uniform infringement, will not be able to take the court.

*Safe means that the uniform infringement won’t be a safety hazard to anyone on the court. This may be of the discretion of management but unsafe may include pockets with zips, not wearing shin guards.

6.3 Teams who do not meet the minimum player requirements due to uniform infringements will face an automatic forfeit.



7 – Duties of Team Captain

7.1 The team captain is responsible for ensuring team payments are paid on time. In the event of any unpaid fees, the burden of the debt falls onto the team captain.

7.2 The team captain is responsible in aiding La Trobe Sport in the event of an incident review. This includes collating witness statements from teammates and responding to La Trobe Sport in a timely manner.

7.3 The team captain is responsible in ensuring all playing members are registered, and all players have signed into the match.



8 – Scoring

8.1 Each team must have one (1) person, either a substituted player or spectator, to assist with the games scoring. Scoring instructions will be available at the score bench.

8.2 In the event that a team does not have a scorer, the team will need to play one player short, and use that player as a scorer.

8.3 If due to not having a scorer, that pulling this player off playing duties and reducing the team under minimum numbers to start a game, the team will forfeit.

8.4 If there are any scoring discrepancies or disputes, please notify the referee. The final decision is at the discretion of the referee.



9 – Interchange and Substitutes

9.1 Teams can make substitutions at any time during play.

9.2 Players may only be substituted on via the designated zone on the defensive side of the pitch.

9.3 The referee only needs to be notified if the substitution causes a delay in play.

9.4 If the substitution will cause a delay in play, it may only happen at a stoppage (e.g., goalkeeper changing between players on pitch).

9.5 There is no limit on the number of substitutions a team can make.

9.6 Time wasting during substitution may result in a free kick being awarded.



10 – Penalties

10.1 Penalties may apply for offences by team members or teams. These penalties will be applied to the score at half time by the referee.

10.2 A one (1) goal penalty will apply for every three (3) minutes the game is delayed by a team. Teams who do not fulfil the requirements of starting a match will not be able to start the match.

10.3 A one (1) goal for every uniform item not in line with policy, capped at one (1) per team.

10.4 Teams absent, or who do not fulfil the minimum requirements to start the match after 10 minutes will automatically forfeit the game.

10.5 Teams who do not accurately sign in players at the start of the game will face a one (1) goal penalty.

  • Not signing in all team members on the court, including both sheet and iPad
  • Not adding in a fill-in to the team sheet, even if approved.
  • Having an unregistered player play, and not signing them in (this may lead to more serious consequences as outlined in the suspension guidelines).

10.6 All penalties are at the discretion of the referee and are final.



11 – Points Allocation

11.1 Points allocation is as follows:

  • Win: 3 points
  • Loss: 0 points
  • Draw: 1 point
  • Bye: 3points

11.2 In the case of a forfeit, the opposing team will receive three (3) points and a 5-0 result.

11.3 In the case of a game being cancelled, La Trobe Sport will endeavour to reschedule the fixture. If this cannot happen, a 5-5 result will occur, with each side receiving one (1) point.

11.4 In the result of a game being abandoned during the game (more than 50% of the game), a 5-5 result will occur. A game will finish in its current state if more than 50% of the game has been played.

11.5 Teams should expect byes and an uneven number of matches played - this is offset by gaining three (3) points for a bye.



12 – Finals

12.1 Finals are played at the conclusion of the season.

12.2 Finals are played over two weeks, in a top 4 format:

Semi Finals: Semi Final A (1 vs 4), Semi Final B (2 vs 3)

Grand Finals: Winner of Semi Final A and Semi Final B.

12.3 Players must be registered into the team to be eligible for finals.

12.4 Players must have played at least five (5) games in the regular season to be eligible for finals.

12.5 Games do not count if a player has not been signed into a match, even if they played in it. It is the responsibility of the team captain to ensure all players have been signed into the game.

12.6 For finals matches, all rules remain the same, except:

  • If the scores are tied at the end of the regulation time two (2) periods of three (3) minutes of extra time. If the scores are level after the two periods of extra time, golden goal will come into play.
  • Golden goal periods will last three (3) minutes each and be recurring with a 30 second changeover until a result is achieved.
  • The referee has the discretion to stop the clock if any time-wasting tactics occur.

12.7 Should a team not be able to fulfil a full team (five) in finals matches, a team may make a replacement player application. A replacement player may only be considered if:

  • The team are unable to fulfil a full team on the court.
  • The team are unable to fulfil these requirements due to an injury in the team, with the injury occuring to a player registered into that team. 
  • The replacement player is not registered to another team, and the replacement player has filled-in, or played at least three games for that team. 
  • The replacement player application is submitted to La Trobe Sport in writing no later than 72 hours prior to the fixtured match. 


13– Forfeits

13.1 A game will be a forfeit if a team cannot fulfil the minimum player requirements to start a game.

13.2 The team captain must notify La Trobe League management as soon as possible about a forfeit to give adequate time to notify opposing teams and match officials.

13.3 The below process is to be followed if a team needs to forfeit a match:

(a) If outside of 24 hours (and not a weekend), an email needs to be sent to playsport@latrobe.edu.au from the team captain.

(b) If inside 24 hours, or post 3pm Friday for a weekend match, a phone call needs to be made to La Trobe Sport (9479 2973).

13.4 When a forfeit occurs, the opposition team will receive an automatic 5-0 win and three (3) points.



14 – Abandonment of Game

14.1 In the case of a game being cancelled by La Trobe Sport, La Trobe Sport will endeavour to reschedule the match. If La Trobe Sport cannot reschedule the match, a 5-5 result will occur with one (1) point allocated to each team.

14.2 If a game is abandoned during the game, the following provisions apply:

(a) If less than 50% of the game has been played (example, before half time), a 5-5 result will occur, with both teams receiving one (1) point.  

(b) If 50% or more of the game has been played (example, half time or further), the game will finish in its current state, except for 14.3.

14.3 Teams may be found to be ‘at fault’ for an abandonment of match. Teams found ‘at fault’ will not receive any competition points, even if they were winning.



15 – Incident Review Process

  • 15.1 All players should be aware of the Incident Review Process, and subsequently Suspension Guidelines that govern the incident management of La Trobe League.


16 – General Futsal Rules

  • 16.1 All players should be aware of the FIFA Futsal Laws of the Game for anything not contained in this rules sheet.

  • 16.2 Goalkeepers – May only slide in defensive D. Any contact as a result of a slide outside the D by the goalkeeper will be punishable through a free kick/ foul. The goalkeeper may not throw the ball into the last third, both on the full and when it has bounced. A player must touch the ball before it gets into the last third.
  • Side ball – a side ball is treated as an indirect free kick.
  • Red cards – for red card offences, players must leave the court and not come back for the remainder of the match. The team will be with a reduced player for five (5) minutes. After the five minutes have elapsed, a substitute may take the court.
  • Pass back – you can only pass back to the keeper after the opposition has touched the ball.


17 – Fouls and accumulated fouls

17.1 Accumulated fouls are those penalised with a direct free-kick or penalty kick.

17.2 If a team commits six (6) accumulated fouls, the opposing side may take a free kick without a wall. Each free kick after that will also be taken without a wall.

17.3 Any player who lunges at an opponent with excessive force when challenging for the ball from the front, from the side or from behind, whether using one or both legs, or who endangers the safety of an opponent is guilty of serious foul play and may be a red card offence.

17.4 Cautionable offences (yellow card offences)

  • Delaying the restart of play.
  • Dissent by word or action.
  • Entering or leaving the pitch without one of the referees’ permission or in contravention of the substitution procedure.
  • Failing to respect the required distance when play is restarted with a dropped ball, corner kick, free kick, or kick-in.
  • Persistent offences (no specific number or pattern of offences constitutes “persistent”);
  • Unsporting behaviour.
  • Celebration of a goal (approaching opposition spectators, removing clothing items)

A substitute is cautioned if guilty of:

  • Delaying the restart of play;
  • Dissent by word or action;
  • Entering the pitch in contravention of the substitution procedure;
  • Unsporting behaviour.

17.5 Sending-off offences (Red Card)

  • Denying team a goal or an obvious goalscoring opportunity by a handball offence
  • Serious foul play
  • Biting or spitting at someone
  • Violent conduct
  • Using offensive, insulting or abusive language and/or action(s)
  • Receiving a second caution in the same match

 

18 - Heat Policy

Thermometers are fitted at the stadium, which will dictate the internal temperature of the stadium. These thermometers will be used as a guide, with the final decision made by the Venue Supervisor or most senior staff member on the night of competition. 

  • Should the internal temperature be between 30.0, and 34.9, an additional rest break will be introduced into the game. This will happen at the 9-minute mark of each half, with a 2 minute break occuring. 
  • Should the internal temperature be between 35.0 and 39.9, an additional rest break will be introduced, in addition to shortened periods. Each half will be reduced to 16 minutes, with a mandatory rest break of 2 minutes at the 8-minute mark. 
  • Should the internal temperature be above 40.0, the game will be called off, in line with the abandonement policies. 

Mandoatory rest breaks will occur once the designated time is reached, at the next stoppage of play.
